2019 Improvement of Tracking Dumping Cases and Supervision of Industrial Waste Treatment in The Science/Industrial Parks

The project comprises five parts, including analyzing the recycling status of aluminum dross (aluminum ash), drafting a program for the remediation of contaminated public lands, investigating how lands were used for domestic parks environmental assessment equipment, treatment volume of industrial waste, tracking illegal dumping cases and the maintenance of Waste Dumping Management System (WDMS). Before investigating the handling situation of aluminum dross (aluminum ash), reporting data were collected and analyzed. On-site visits were also conducted, totaling 11 facilities, including waste sources and treatment/ recycling facilities, to understand their needs and difficulties. Meeting between facilities and government authorities was held for the negotiation of waste treatment difficulties. Suggest that competent authorities should assist aluminum industries in upgrading smelting technologies to strengthen feeding quality management and reduce the production of aluminum dross (aluminum ash),treatment facilities need to improve stabilizing treatment technologies to reduce the emission of ammonia odors from aluminum dross (aluminum ash) to bolster product marketing. National Property Administration, Ministry of Finance, had agreed to cooperate in drafting a program for the remediation of contaminated public lands, and inventoried four sites were put in high priority cleaning targets, with an estimated cleaning fee of 931 million NT dollars. 16 sites which are registered under National Property Administration had been put under assessment based on the data collected from WDMS, one of which was suggested to be included as planned cleaning target. The cleaning fee was estimated to be 900 million NT dollars. Investigation in the domestic parks, examination was made to the lands used for environmental assessment equipment and the establishment of waste treatment equipment, totaling 39 sites. And assessed the treatment capacity of industrial waste in the parks, negotiations between local governments and the parks were held for the enhancement of waste treatment rates. Local environmental protection bureaus should strengthen their examination, whether the treatment equipment of industrial waste had met the environmental protection equipment standards as guaranteed in the environmental assessment. Sure that the management of industrial waste guaranteed in environmental assessment had been fulfilled. In tracking illegal dumping cases, established a score system for filling in information this year. Local environmental protection bureaus shall fill in information in this respect on a regular basis under the help. Inspection status and progress of the controlled cases were compiled as a short-term outcome for the reference of the Environmental Protection Administration. Apart from the regular maintenance of WDMS, this project also assisted the Environmental Protection Administration in holding all kinds of meetings.
